Description

Add SQLite DB-API adaptation for datetime.time, allowing TimeField values to be created, retrieved, and filtered.

Motivation and Context

SQLite currently rejects a bound datetime.time with sqlite3.ProgrammingError, despite Tortoise exposing TimeField and generating a TIME column. Fixes #2296.
