PUT /v2/lbaas/loadbalancers/{id}/resize with {"new_flavor_id": ...}
answers 202 and fails the load balancer over onto amphorae of the new
flavor. Not in upstream Octavia: OVHcloud's downstream patch (upstream
change 890215, spec "Load balancer resizing"). Needed by API v2
(PCINT-9107), which carries its own copy until this is released.

Adds
loadbalancers.Resize, for OVHcloud's Octavia resize call:PUT /v2/lbaas/loadbalancers/{id}/resizewith{"new_flavor_id": "..."}, answering 202.Octavia fails the load balancer over onto amphorae of the new flavor.
This call is not in upstream Octavia. It comes from OVHcloud's downstream patch
(upstream change 890215,
spec "Load balancer resizing"). The v6 API already uses it through its own extension
in
integration. Public Cloud API v2 needs it for PCINT-9107 and carries a localcopy until this is released.

Failover.CI fixes (already failing on
v2.12.0-ovh, independent of the resize)provider:network_type/provider:segmentation_idkeys duplicated by 3193689. The last key wins in JSON, so the provider extension's
TestList/TestGetreadvlan/bgpinstead oflocal.import paths to v2, which made every functional job fail to compile.
These two are separate commits and can be split out if preferred.
