Upgrades certifi from 2024.8.30 to 2026.10.19, pip from 24.2 to 26.2.2,
and pip-tools from 7.4.1 to 7.6.2. pip-tools is upgraded because older
versions don't work with pip 26.2+. certifi older than 2026.10.19 and
pip older than 26.2.2 trust the compromised emSign intermediate CAs.
Generated with make upgrade limited to --upgrade-package for those
packages.

The recompile also adds jeepney 0.9.0, secretstorage 3.5.0 and cryptography 46.0.0 to requirements/doc.txt only. twine pulls in keyring, which needs them on Linux, and they were missing because the branch was last compiled on macOS. cryptography 46.0.0 has known advisories, but it is the newest version compatible with the existing cffi==1.17.1 pin, so a Linux install of doc.txt already gets 46.0.0 today. This just makes that pin explicit.
