Add an explicitly authorized, manual-only publication exception for the already verified RC artifact. Pin source a19d6f1, preparation run 37191841933, artifact 11299541675, and its ZIP SHA-256. Verify provenance, image archive/config identities, and absent RC tags before publication; publish only the three 0.9.0-rc.1 destinations and verify manifest platforms/digests and unchanged latest. A dependent job creates the exact-source v0.9.0-rc.1 tag and GitHub prerelease.
The workflow requires master, an exact RC confirmation, and confirmed existing secret names. Registry credentials are never printed; token permissions are read-only for publication and contents-write only in the release job. Existing CI and its publication guard remain unchanged. The preparation branch is not part of this PR.
Validation: actionlint and shell/YAML/whitespace checks pass; 14 mocked publication safety tests and all 12 existing packaging tests pass. Publishing is not triggered by push or PR. The approved artifact expires October 5 at 09:23:07 UTC. Native ARM hardware and the real Nature API remain untested; RC validation used native amd64 and emulated ARM fixture smoke tests.
