Update ext-virt

Add more supported arch
Remove virt-manager (provided by a flatpak, and GUI apps are anoying to setup with sysexts)
Tpmfiles/sysusers to setup qemu ootb when enabling the feature and rebooting

Those only load after sysexts merge.

Avoid overwriting the existing package for users, just add the one that uses a postinst script we won't run.

It seems like virt-manager (flatpak) doesnt support openGL 3D acceleration when connected to system qemu, we would have to ship virt-manager

@jumpyvi An existing config /usr/lib/sysusers.d/libvirt-qemu.conf (fixed UID 64055, in kvm) creates it, and the rename means we aren't patching over a default file to avoid breaking things in the future.

I'm so sorry, the virt-manager flatpak works perfectly, I just put the wrong URI in....

Let's keep the flatpak, it's less workarrounds to maintain and the flatpak let's you have a connection on both the flatpak and system at the same time, which is really nice.
