fix: show license purchase guidance when free credits run out

When core reports exhausted CodeBoarding free credits, show a failure comment and job summary with Buy a CodeBoarding license, the owner-wide weekly allowance, and the CODEBOARDING_LICENSE / llm: license / license_key setup instructions. Keep the workflow failed with an actionable annotation.

Extend the existing core exit-code handling: 4 means CodeBoarding free credits are exhausted, while 3 retains provider-quota guidance. A run configured with llm: license gets a license-check hint before suggesting another purchase. Core detects the currently deployed Lambda response; no AWS changes are needed.

Build the PR failure body once and reuse it for the sticky comment and review job summary, preserving the guard that prevents overwriting credential-configuration guidance. Sync continues to use its existing failure summary.

Validation: all 262 Action tests passed; pre-commit/Black, actionlint, shellcheck, and diff checks passed. New subprocess tests exit with core's quota codes, exercise the adapter and actual review/sync Markdown builders, and assert the purchase link and configuration. Provider quota failures are tested across credential tiers to ensure they do not produce a CodeBoarding sales message. Workflow wiring tests check that the sticky comment posts that same file. Core's companion PR tests the HTTP boundary with a real model client against the unchanged Lambda response.

Release dependency: this PR is a draft until core #648 is released. Before marking ready, bump codeboarding== in action.yml and the matching engine version in scripts/action/supported-providers.json to that release. The current 0.15.1 pin intentionally remains valid; do not publish the Action expecting the complete fix until it consumes new core. An Action release must then update the moving v1 tag.
